New York’s balcony railing system is supposed for “maximum protection against falling and cracking,” according to city rules, but an AP investigation found that in some instances, a worker’s feet could end up on the railing, sometimes causing injuries.
An AP analysis found some balcony railing systems fail to provide adequate protection when workers were in the middle of construction and when the beams are lowered and a worker pushes on the ground.
AP’s investigation also found a new design for the city’s balcony safety guards, which are supposed to be designed to reduce falls, crush and crack, but have not been tested for safety.
The new design was created by the city last year to better protect workers.
AP reviewed thousands of balcony railing reports from construction sites across the city, looking at the design of some of the citys balcony safety systems, the workers who were injured or the buildings that were built around them.
The AP also reviewed thousands more reports from balcony workers and balconies around the country.
Many of those balcony workers were not properly trained or trained with proper safety procedures, according to safety experts and experts in the field.
The balcony railing safety system should be designed with a strong, flexible system, to allow the worker to control the height and position of their feet while they are in the building, said Chris Smith, the city s safety manager for the project.

But, he said, “I can’t say we are in a good position with the system right now.”
The design was approved by the New Orleans City Council in 2011, but the project has been delayed several times, he noted.
The city has also been working on a different balcony railing project, which has been approved by a federal appeals court.
The project is expected to cost $50 million.
New York has one of the nations largest balcony safety networks, which includes nearly 30,000 inspectors, and has the largest number of balcony workers in the country, according in the city.
The New York Building Codes Department says the city can require a minimum of two balcony safety inspectors to work on the project and at least a dozen for every building.
A city inspector and a balcony safety inspector, or a balcony worker and a safety inspector.
That number would be the minimum required for every balcony site.
The design also requires that workers be at least 18 years old.
Some balconies are not as well protected as others, according a balcony-safety inspector in New York who spoke on condition of anonymity because he was not authorized to speak publicly about the project without permission from the building’s developer.
“We’re getting there, but we need to do better,” said the balcony inspector.

The building code inspectors also are required to inspect the balcony walls, but they have not inspected many of the balconies in New Orleans, which is known as a poor neighborhood.
Some of the buildings in New New Orleans are also older and have less space for balcony work.
The inspector said many balconies lack ventilation systems, and some balconies that were supposed to have ventilation systems were not installed, causing the balconys to become unsafe.

In one case, a woman had to be taken to the hospital, but her feet and ankle were not fractured.
